"The Pilot Free Trade Zone has officially been established in Heihe, which will inject new impetus into the comprehensive revitalization of Heilongjiang. On August 26 this year, the State Council issued the "Notice on the Overall Plan for the Establishment of Six New Free Trade Pilot Zones", and the establishment of the China (Heilongjiang) Free Trade Pilot Zone was approved. The Heihe Free Trade Pilot Zone is one of three zones in the province and the northernmost free trade pilot zone in China. It covers an area of ​​20 square kilometers. It focuses on the development of cross-border comprehensive processing and utilization of energy resources, green food, trade logistics, tourism, health, border finance and other industries. It builds cross-border industrial clusters and border city cooperation demonstration zones, and builds border port logistics hubs and important bases for Sino-Russian exchanges and cooperation.

Qin Enting, Secretary of the Heihe Municipal Party Committee, said in his speech that Heihe should rely on the location advantage of "one city, two countries", actively align with Russia's "Advanced Development Zone" and "Free Port" policies, and work with the sister city Blagoveshchensk to accelerate the economic development of the Heilongjiang Bridge bridgehead area, explore a new model of cross-border cooperation of "two countries, two parks", and build a unique cross-border development cluster on the Sino-Russian border.

On the same day, Heihe City also held a project signing ceremony. The contracts were signed in four groups, with a total of 16 projects signed, with a total investment of 7.65 billion yuan. The Heihe Yuexing Sino-Russian cross-border logistics hub project, which was laid today, is China's northernmost cross-border logistics hub. It is located on the Chinese side of the Sino-Russian Heilongjiang Bridge. It covers an area of ​​about one square kilometer and has a total investment of about 3 billion yuan. After completion, its collection and distribution function will connect China's road and rail transportation network with Russia's Siberian Railway and federal highway network, and play a backbone logistics hub role in Sino-Russian cross-border trade.
